It journal under which the abstracts of the articles are to be placed on the wall of the college whereas complete journal is made available on the web site as well as in the library. This unique feature of the journal got lot of appreciation from series of readers. Registration of journal with National Science Library and issue of ISSN is another feather in the cap of the institution.

The lead presentation in this issue is a speech delivered by the Hon’ble Mr. Justice Dr. A R Laxmanan, then Chairman of Law Commission of India at Law College Dehradun on the occasion of workshop-cum seminar organized by the college in collaboration with Legal Assistance Forum, New Delhi.

Contributors in this issue consist of scholarly gathering that have raised some contemporary issues which need expert answer in the interest of the society. Prof. B. N. Pandey and Prabhat Kumar Saha have made an indepth analysis of technology transfer in TRIPS agreement in the context of developing countries. I, myself, have attempted to examine the scope of adaptability of Plea Bargaining in Indian criminal justice system Dr.Subhash Chandra Gupta has attempted to check the validity of constitution Ninety-third Amendment Act, 2005. Dr. Poonam Rawat explains the epistemological doctrine of proportionality in connection with expanding dimensions of judicial review in Indian context. Besides, Amit K. Pant has endeavoured to throw light upon the necessity of policy intervention in the sphere of food security in the wake of climatic change. Also, Dr. A.K. Pandey has provided valubale insights on the issue of domestic violence. Last but not the least, iv Dr. Puneet Pathak has endeavoured to analyse women’s human rights in the wake of increasing sexual harassment, gender bias and violence.

Know your legal luminaries continues to remain one of the highlights of our journal. In the current issue, we have presented a brief account of Sir Henry Maine, a pioneer of historical school of jurisprudence and Mr. Justice P. N. Bhagwati, the former Chief Justice of Supreme Court and innovator of public interest litigation and social action legislation in India.

I thank from the bottom of my heart to all contributors and look forward to more serious articles in the forthcoming issues. Critics are always the catalysts in the endeavour of quest for quality. Hence, constructive criticism are always invited in over journey to enhance the quality of journal.
